A news crew arrives in Kurouzu-cho but is lofted by a whirlwind twister, killing two of them and leaving journalist Chie Maruyama alone to fend for herself. She continues on foot to the town, which is now nearly destroyed by whirlwinds generated by fast movements and loud noises. She encounters Kirie and her brother Mitsuo combing the area and joins them on their way back to the rowhouse where her parents and Shuichi are. More people have entered the building to avoid the whirlwinds and Kirie and her family are kicked out. While walking around the ravaged town, the group comes across the Butterfly Gang who are cooking the snail people and eating them...
