Cobra saves the cheerleader, Miranda, from Gelt again, and he asks her to get something for him - the plans of the stadium. Cobra finds a restricted area District 21, and suspects that it is where the drugs are stored. Division 2 players practice against Division 1 to try to progress, but Division 1 use them as their training toys. Cobra is offered a chance to pick a team of Division 2 players to play against Division 1. He chooses team Z, the Good For Nothing Team...
