Janine is punished by her wealthy father, who hates cars because his son was killed by one. Mr. Trotter sabotages the opening of a new speedway and also causes mammoth traffic jams in the nearby city. When he pays three third-rate hoods to sabotage Pops Racer's shop, they are overpowered by Speed and Sparky; they then learn that Janine and Trixie are testing a new car - whose brakes were sabotaged by one of the man's paid hoodlums.
