This was all part of Doctor Octopus' partnership with the recently-freed Arnim Zola that also includes Goblin Formula-enhanced HYDRA Agents. Ock also receives an upgrade to his armor, gaining a much more sinister appearance. Spider-Man is saved by an unknown spider from falling into sea.
